Responsible for designing, planning and overseeing all marketing and public relations efforts for the Parks and Recreation Department. Responsibilities include promoting departmental programs, events, facilities and other endeavors through all forms of printed materials, advertising, social media, digital media and public relations. Plans and coordinates several events for the Parks and Recreation Department including but not limited to the Annual Parks and Rec Photo Contest and Parks and Rec Month.
The salary range for this position is $48,600 - $75,400 per year with a hiring range of $48,600- $62,000, depending on qualifications and experience.
ESSENTIAL JOB FUNCTIONS:
Directs and implements all marketing and publicity for Parks and Recreation facilities, events and programs. Responsible for development, implementation and maintenance of a departmental marketing plan.
Plans and oversees all marketing efforts for Parks and Recreation divisions including but not limited to Recreation, Parks and OL/Trails.
Uses discretion to develop and implement advertising campaigns for facilities, events and programs. Oversees ad design, review and placement.
Oversees and manages production of informational materials and print media including posters, rack cards, postcards, brochures, catalogues, booklets, coasters and other promotional pieces.
Responsible for planning, developing and maintaining the department's online presence. Oversees online media production of website, advertising and social media and updates sites when needed. Negotiates contracts and fees for service to maintain online presence.
Acts as editor of the Leisure Times brochure/newsletter, produced four times per year. Responsible for developing written content, assisting with final editing, and managing the production, and distribution.
Writes and distributes press releases for the department and follows up with the media for coverage, on-air opportunities, interviews, feature stories or photo opportunities.
Conducts research to determine target audiences for Parks and Recreation programs, events, and services. Includes developing and implementing on-site and online surveys.
Develops and maintains strong network with regional media outlets through frequent interaction and promotional requests.
Budget oversight for marketing and advertising efforts including print media, social media contracts, websites, print media, advertising, billboards, quarterly brochure, marketing distribution, etc.
Obtains, prepares and submits cost estimates for inclusion in the annual budget for marketing and promotion of the Parks and Recreation Department.
Reviews professional publications and keeps abreast of the developments in the marketing field, particularly as it applies to Parks and Recreation. Attends professional development meetings, workshops and seminars.
Partners with Coordinators, Supervisors and Managers to conceptualize and plan marketing for facilities, programs, classes, and special events.
Develops and maintains relationships with local schools, major employers and other community groups to encourage partnerships with Parks and Recreation and participation in parks and rec programs and events.
Promotes and supports departmental special events with marketing efforts, planning, securing sponsorships, providing community relations, and on-site assistance.
Attends regular coordinator meetings so that the team can collaborate and create short- and long-range marketing plans for programs, classes and events.
Initiates and prepares contracts for marketing, website and print vendors. Negotiates contracts as needed.
Prepares and submits quarterly and year-end marketing analytics reports to the Administrative Business Manager to show effectiveness of marketing and promotions efforts including evaluation methods, marketing success, and marketing trends.
OTHER JOB FUNCTIONS: Represents the Parks and Recreation Department during City of Loveland sponsored events. Makes presentations to various civic organizations and service clubs in the community on behalf of the Parks and Recreation Department. Work to include occasional weekends or night shifts attending special events and/or meetings.
SUPERVISORY DUTIES: This position is a first-line supervisor responsible for supervision of non-exempt and/or non-supervisory exempt employee(s). Highest level supervised: non-exempt employee(s). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Experience with website development and management

Working Environment and Required Background Checks:
This position has two distinct working environments. The first is a typical office environment that requires sitting most of the day. However, during event or program implementation may require moving, bending, lifting, walking, being on feet for many hours, multitasking and using quick judgment. Ability to move and/or position up to 50 pounds. Will work evenings and weekends as required.
Material and equipment directly used:
Operates a variety of standard office machinery such as multi-line telephones, voicemail access, cash register, credit card machine, copier, fax, TDD phone, security monitoring system, projector, basic sound equipment.

Education and/or experience: Bachelor's degree in Marketing required. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis. Three (3) years' work experience in a position equivalent or higher required including experience with recreation programming, marketing, public relations, fundraising, event coordination & implementation; must be in addition to any experience used to satisfy the education requirement. Previous supervisory experience preferred.
